About Deris Wanaag

This is a project seeking to enhance peace and stability, and strengthen social and economic dynamics, in the border areas between Kenya, Somalia and Ethiopia. ​

The project acknowledges that enhancing peace and stability, and improving social and economic conditions, can only be achieved through increasing collaboration between the three countries, respective local administrations, and between the communities located in the borderlands. ​

To enhance peace and stability in a meaningful and sustainable way, the project integrates ongoing security, development and peacebuilding efforts. The project focuses on strengthening the effectiveness of national responses to insecurity along the border, supporting local conflict resolution and management structures, and building individual and community resilience to the influence of violent extremist actors. Recognising the transnational nature of insecurity, the project will support ongoing coordination mechanisms between Kenya, Somalia and Ethiopia, situating itself within regional developments and their impact at local level. ​

Deris Wanaag: meaning “good neighbourliness”, the term illustrates the shared interests between governments, sub-national administrations and communities in the border areas to enhance peace and stability for the common good of the three countries and their citizens.

Finally, the project leverages the UK’s strategic partnerships in the region to build on the successes of previous and ongoing programming, and to ensure that security, development and peacebuilding efforts are coordinated in order to benefit national and sub-national partners and communities in the border areas. ​

Services

RUSI leads the research and analysis component of Deris Wanaag, delivering regular monitoring and analysis as well as discrete studies to inform interventions. The team is currently looking for a consultant to focus on Ethiopia.

The analyst will join a well-established team, linking research and context monitoring with policy and programming. The ideal candidate will have an extensive understanding of Ethiopia’s shared borderlands with Kenya and Somalia. They will be conversant in both Somali and Amharic; and will be comfortable producing reports in English. The candidate should have experience working in both data collection and analysis. Ideally, they will be based in Jijiga, Ethiopia.

The consultant will be responsible for producing regular reporting on the security and political environment in the Ethiopia borderlands, particularly relating to the Dolo Ado and Dolo Bay areas. They will support the project’s wider research objectives, overseeing fieldwork in the borderlands.

The consultant will be expected to use their best endeavours to promote the interests of RUSI and, unless prevented by ill health or accident, work approximately 15 days per month to carry out services relating to research for RUSI. The research work will be communicated by the project research lead.

Terms of reference

  • Production and writing of analytical reports
  • Provides input to research projects and briefings
  • Delivers briefings to bring evidence to project implementation (OP2 and OP3)
  • Produces policy briefs
  • Collection and collation of incidents from open source, grantees, area leads (maintenance of collection plan for Ethiopia)
  • Support in maintenance of security incident databases, ensuring they are comprehensive and consistent
  • Supports DW in developing the stakeholder matrix and stakeholder engagement strategy (OP2)
  • Mapping and (informal) due diligence of community-based organisations and potential partners (OP3)
  • Contributes to other research and M&E tasks as assigned, particularly focused on Ethiopia
  • Helps facilitate field research / data collection within Ethiopia as appropriate (in collaboration with the Field Research Manager)
  • Supports beneficiary database management

          Requirements

  • Exceptional English language skills (speaking and written)
  • Somali (essential) and Amharic (preferable) language skills
  • Experience managing large data sets
  • An understanding of the threat environment across the Horn of Africa
  • Excellent skills and knowledge of Excel, PowerPoint and MS Word
  • Experience working with basic mapping tools
  • Experience working to tight and regular deadlines
  • Attention to detail and experience packaging reports for commercial consumption
  • Keen interest in graphic design and presentation desirable
  • Minimum two years professional experience in humanitarianism, counter violent extremism, risk management or security
  • Experience working on large-scale development or humanitarian programmes (desirable)
  • BA degree in social science or humanities subject, preferably International Relations, Political Science, Development Studies, Conflict Studies or Anthropology from a reputable university
